Non-Taiwan Passport Holders (Third Country Nationals)
U.S. government regulations allow applicants to apply for a visa at any issuing post worldwide provided the applicant is physically present at that post. If you are not a resident in Taiwan, please do not assume that visas are more likely to be issued here. In most cases, it is more difficult to qualify for a visa outside of your own country. Non-Taiwan passport holders should follow the same directions on how to apply for a visa as Taiwan passport holders.
Some non-Taiwan passport holders may be required to pay an additional fee for visa issuance. Visa issuance fees are based on what a country charges U.S. passport holders for the same category of visa.
