Diversity Immigrant Visa Program
The U.S. State Department spokesman James Rubin announced August 25, 1997, that the registration mail-in period for the FY-1999 diversity immigrant visa program will be held from noon on Friday, October 24, 1997 through noon on Monday, November 24, 1997.
"High admission" areas are NOT ELIGIBLE for the program. For 1999, "high admission" areas are: China (mainland and Taiwan), India, the Philippines, Vietnam, South Korea, Poland, United Kingdom and dependent territories, Canada, Mexico, Jamaica, El Salvador, Colombia, and the Dominican Republic.
Persons born in Hong Kong and Northern Ireland are eligible to apply for the DV-99 lottery.
Persons born on Taiwan or mainland China ARE NOT ELIGIBLE for this program for the Fiscal Year 1999.
Applications from Asia must be sent by regular mail or air mail to:
