美國敦促聯合國通過制止核恐怖主義公約
美國國務院國際組織事務局(Bureau of International Organization
Affairs)2005年9月9日發佈簡報說，美國敦促所有國家簽署《制止核恐怖行為國際公約》(International Convention for the
Suppression of Acts of Nuclear
Terrorism)。美國還鼓勵所有國家加入在聯合國及其下屬機構支持下談判達成的12項現行反恐公約和議定書。

美國在第60屆聯大上的首要目標：
反對恐怖主義
美國在許多國際領域中與有關方面密切合作，加強打擊恐怖主義的夥伴關係和能力。美國反恐戰略的一項關鍵內容是確保安理會採取切實的行動。美國發揮領導作用，積極推動安理會通過決議，這些決議在防範恐怖主義方面為國際合作和所有成員國的行動提供了一個框架和具有約束力的法律規定。
《制止核恐怖行為國際公約》
2005年2月，布希總統和普京總統呼籲早日制訂《制止核恐怖行為國際公約》，該公約於今年早些時候在聯大獲得通過。這是自2001年9月11日的恐怖襲擊事件以來聯合國大會通過的首項反恐公約。公約加強了打擊恐怖主義的國際法律框架。美國敦促所有國家簽署該公約。
《全面制止國際恐怖主義公約》
美國強烈譴責一切形式和表現的恐怖主義，並敦促聯合國大會通過《全面制止國際恐怖主義公約》(Comprehensive Convention
against International
Terrorism)。一項明確和強有力的反恐公約將加強維護和平與安全的共同努力。聯合國全體成員國應該旗幟鮮明地取締國際恐怖主義行為。聯合國大會長期以來始終未能通過這一重要的公約。現在是達成協定的時候了。
美國鼓勵所有國家加入在聯合國及其下屬機構支持下談判達成的12項現行反恐公約和議定書，敦促所有各方全面實施這些協議。美國已經簽署並批准了這12項公約：

Agents)
《反對劫持人質國際公約》(International Convention on Against the Taking of Hostages)
《核材料實物保護公約》(Convention on the Physical Protection of Nuclear Material)
